So I've got a RAID 1 in my system and after a crash I see upon boot:

RAID status: degraded

and

HDD1: RAID Member
HDD2: Error occured

So my initial thinking is that this second drive has failed. How can I test to see if this is the case if the RAID is essentially transparent in Windows, ie setup from the MB. Its an Asus P5KR....

You should be able to access the RAID features via the BIOS if you're using the motherboard's RAID. In there are a series of tests you can perform to determine what the problem is.

Hmm, no such tests available, I scoured the BIOS today and cant find anything....

Meanwhile Ive had an error occur on the 1st disk in the array making the PC not bootable... I managed to recover the array and am working but still the 2nd disk shows as errorsome upon boot.... =/

If both disks individually have errors at the same time, it sounds like you got corruption that is not the fault of the hard drives as if it was hard drive failure, having two at the same time is a fantastically small (though not unheard of) chance of occurrence.

Did you try running one of the drives as standalone boot drive?
